Parameters

value

A TimeSpan structure that represents the time. This must be specfied in 24 hour time.

scale

The scale of the time. The scale can range from 0-6.

If the fractional component of the TimeSpan structure contains more digits than what has been specified in the scale, the fraction component will be truncated to match the scale.
